This can include people on active job hunts, consultants, students, etc. As far as tracking the resume via a beacon, we'll be making this optional in a later release (as well as completely overhauling that functionality on the site). Uploading existing resumes was something that was repeatedly requested by users not looking for the templates. Typically, they have their own they enjoy very much and simply want to host it online.
